Whatever it is we need to deal with it before it goes on to our neighbor's garden as well. I went to Ace Hardware and a Master Gardener from your program told me that we should ask what it is before trying to treat it with sprays.
Most of the apples on our tree have this. I will attach a picture.

We have been seeing a lot of this disease this year due to the wet spring. It is called apple scab and is very common throughout the Willamette Valley. You can read more about this fungal problem here:
