What is killing our Cherry Laurel bushes? #804404

We have 6 Cherry Laurel bushes planted several years ago. They seemed very happy along the front porch of our home for years. Last fall we noticed brown spots on one bush. This spring, that bush was completely dead, and the one next to it started to go the same way. We had the lawn service pull the two dead bushes in April and replace with two new ones. They looked to be taking well, but now they seem to be dying too. It's just the two bushes next to the steps. The mulch is less than 2" and the drainage is good here. One Arborist sounded like he knew what the issue was and offered to spray our trees & bushes for $600. It's less than 0.20 acers. Please take a peek at the attached pictures and see if you know what the cause might be and how we can fix this. Many Thanks!!!! ;-)
