Blue spruce infection or fungus #804145

I live in Evergreen, Colorado.  A blue spruce in my yard is having recent problems.  The top branches are dropping needles and looking bad.  This seems to be coming down to the lower branches as well.  Is this a fungus or and infection - what can I do to help the tree?  Thank you so much!

Hello there and thank you for using Ask Extension. 

It could be a fungus or it could be a pest, like the Spruce Needleminer.  It is difficult to diagnose from just the photos.  

My suggestion is that you bring a sample to the Jeffco Plant Clinic. Bring in an 18 to 24 inch branch, one with living and dead/dying needles. The cost, I believe, is $8 for the diagnosis and suggested treatment.  Here is our contact information.  We are open Tu - F.
