We thought it was perhaps the raspberry cane borer, but we cannot find the "tell-tale" circle of where they laid eggs?
All I know is our entire patch is almost dead. A cane comes up nice, then tips wilt, then entire plant turns yellow and dies.
If this is "root rot" then what do we need to do to "fix it?"
Appreciate all counsel and have tried to include sufficient pictures for identification.

Phytophthora Root Rot (Phytophthora spp.) – is a common cause of wilting in red raspberries. It mostly occurs in heavy soils, where standing water occurs, or where plants have been heavily mulched. Canes suddenly wilt and turn brown at the onset of warm temperatures, usually in June. Here is a terrific reference:
