I have attached photos of the leaf curl and what I believe to be eggs in a dwarf cherry tree in a pot. We are located in Roseburg. The trees are in pots until our new house is complete where we plan to put in the ground.

This looks like black cherry aphid damage. The aphid feeding causes leaf curl. The aphids are typically present in the spring, so they may no longer be present in the curled leaves this time of year since they move to different hosts for the summer. It will be important for you to look for the aphids next spring. Depending upon the size of your tree, the aphids can be washed off leaves with a hose.
