What pest is causing the symptoms on apples and pears in Baker County, Oregon. Effected leaves are frequently in a zone in canopy with leaves on earlier and younger growth not affected. Fruit and stems are not showing any symptoms at this time. Symptoms often are in a band on either side of mid-vein. Images were taken about ten days ago, (first week of July).

Your pear tree is likely suffering from pear leaf blister mite feeding on leaves causes reddish to yellowish green blisters; blisters turn brown or black as the tissue dies later in the season. Leaves may drop prematurely. Loss of foliage weakens trees, reduces shoot growth, and interferes with fruit maturation and fruit bud formation. Here is a great publication:
