I have these bugs all over my garden. What are they? Are they detrimental to plants or buildings? Beneficial? How can I get rid of them?

Those are juvenile boxelder bugs. There has been a huge explosion of them this year. They will not harm your plants. If you wish, you can spray them with a mixture of dish soap and water. That will kill them. Otherwise just ignore them.
