Hello! We have a peach tree and it is 4 years old and it looked healthy this year but very little blooms/fruit. I went out to check it last night and there were several of these bugs on the leaves. Also some spots on the tree’s leaves. I have only fertilized this tree, never sprayed for insects, or other issues.

The bugs are Japanese beetles, they are a nuisance but not the reason it hasn’t produced fruit. Your tree is probably too young. It should be close to bearing fruit.

On year 1, we didn’t let any fruit grow, year two we had 30 lovely peaches. Last year we had 10. This year - 2, but the leaves and the tree overall has more robust leaves and fullness.
Fruit trees often alternate bearing. Lots of fruit one year little the next. Producing fruit takes lots of energy so it is common for fruit trees to rest every other year.
