Hi - Thanks for reaching out to us with your question. This looks like a type of ground beetle in the genus Chlaenius. The most commonly reported species in Maryland are Chlaenius aestivus and Chlaenius tricolor. They both look very similar.
As you observed with your insect's treatment of the other beetle, these are predators. Their mouthparts point forward making it easy for them to grab the prey of their choice.
