Hi,
I’m concerned about the leaves turning brown. You could send a sample to the Plant Disease Clinic for a definitive diagnosis: https://pdc.umn.edu/
You could also consider having a certified arborist come check your tree: https://extension.umn.edu/planting-and-growing-guides/how-hire-tree-care-professional
In the meantime, here is some information that might give you some clues: https://extension.psu.edu/oak-diseases

You might check for insects/caterpillars on the leaves, but I can only guess without seeing them.
