Can you tell me what this white substance is in my mulch. Note the intricate fan like design on the edging of a garden bed. How do I get rid of this?

Looks like maybe a slime mold. We usually find it in bark mulch. Can't say for sure though. You can try removing the small section of the impacted mulch. You could wipe the edging with some disinfectant and see if comes back. At this point, I don't think it is anything to worry about.
