St. John’s Wort plant disease #800364

Would appreciate an expert opinion to diagnose my St. John’s Wort plant issue. The leaves are drying out on quite a few branches. Seems half of the plant completely dead. Why? What can I do?

Check to see if there is any damage to the base of the plant or the roots. 

It looks like there is landscape fabric under the rock, it's possible that the fabric has become clogged and water is not able to easily pass through. Insepect the landscape fabric and soil to make sure water is reaching the soil.
