Spruce Problem #799964

I believe the tree that has a problem is a Fat Albert Spruce but I could be incorrect. The tips of the branches of the tree are turning brown. I initially thought it might be damage to new growth from a late freeze but it seems to be more wide spread than I would have anticipated. Will you be able to assist me in identifying the problem and the course of action I should take? I included photos of the damaged areas. Thank you for your assistance.

I suspect the tree has Cooley's Spruce Gall. Here is a fact sheet on this gall.

The good news is that while these are unsightly they rarely damage the tree. There are pesticide controls that can be used, generally in early spring to prevent the formation of the galls, but again this is mostly a cosmetic issue, not a health of the tree problem.
