Can you identify the plant in the attached photos? It is the first time I have seen it on our property in 26 years: Pine, CO elevation 8600'. It is sending out runners and spreading. Is it a noxious weed? I am concerned that it will take over my garden. How can it be controlled? Will it come back next year or will a good cold spell kill it?

THe plant is a native plant, not a noxious weed. It is Erigeron flagellaris. It is a perennial, so it will survive the winter, and it makes an excellent ground cover. It does spread by both seed and runners. For the areas you don't want it to be in, you can fairly easily dig it up - or you can prune it pretty heavily to keep it in check.
