When I magnify the photos I can't see the images clearly enough to identify the "bugs".   You may need to take the leaves in to the Coos County Master Gardener office (if they are currently open)  to see if they can look at the leaves directly.   They are located in Myrtle Point and here is their contact information:   Call the Plant Clinic at<personal data hidden> ext 25295 or send an email to <personal data hidden>

You could also try to eliminate the bugs with a strong spray of water.
