Plum tree looks infested with white looking bugs.

When I magnify the photos I can't see the images clearly enough to identify the "bugs". You may need to take the leaves in to the Coos County Master Gardener office (if they are currently open) to see if they can look at the leaves directly. You could also try to eliminate the bugs with a strong spray of water.
