4 years of plants exhibiting stunted growth and dying #799170

I have 7 raised garden beds which are served by drip lines (1gph, 8”-9” spacing between holes). For the past 4 years, 6 of the 7 beds have produced plants (tomatoes, peppers, basil, other herbs) that barely produce, exhibit stunted growth, and eventually die. All of the beds are on the same water schedule. The 7th garden bed has always produced. I’ve attached pictures of bed 1 and bed 7. Each have the same seeds(San Marzano Tomatoes) and are on the same irrigation zone/schedule etc. I have a chemical analysis of the soil from beds 1-7 (see attached) and have fertilized accordingly. I am at my wits end. Any help would be appreciated. Thank you.

I think the problem may be with how these beds are situated. Could you take some pictures from further back and indicate the cardinal directions?
