Identify insect on lemon tree leaf #798781

I’ve got the following insect on my lemon tree It’s an indoor potted tree that I set outdoors in the summer Is it friend or foe?

Those are plant bugs/hoppers of some type.  I don't recognize the species though.  They could be feeding on your lemon tree but probably not to the pint of causing harm.  You kill if you think it is necessary.  For homeowners, the best products for controlling insect pests on ornamentals are cyfluthrin (sold as BioAdvanced Vegetable and Garden Spray), bifenthrin (sold as Ortho Bug B Gon) and carbaryl (sold as Sevin). Be sure to read and follow all instructions on the label before using any pesticide.
