What should i do about all these weeds? I only want to keep the periwinkle that I have up on the hill...

HI Brent -
There are selective herbicides that could be used to kill the grass and grassy weeds. You'll need a product that has the AI Fluazifop. Check the label but it should be okay to use around the ground cover. For broad leaf plants you'll have to either dig them out or spot treat with a non-selective product.
