Please see pics below. I've had this issue every year for past maybe 4 yrs. tried alot of things. latest is in pic below, powder I tried putting on rose leaves, hard to get it on bottom of leaves though. Ideas on what i can use? if what i'm using is good how do i get it on the bottom of the leaves?

Hi Tami- I am having the same problem with my roses this year and I can see by your first picture you have the same pest I do. It is commonly called a Roseslug and is the larvae form of the Rose Sawfly. There are several methods of control. I have been picking off and destroying the leaves which are being eaten. I can see two of the little "worms" on your picture of the single leaf. But I have a pretty minor problem.
If you want to use an organic solution, look for Spinosad which is a bacteria toxic to the pests, a horticultural oil which will suffocate them or an insecticidal soap which will dehydrate them. Be sure to coat the undersides of the leaves where they live and pick up all dropped leaves to prevent the lifecycle repeating.
The attached article has some other chemicals you can try and explains that this is not a caterpillar so Bt and other powders are not helpful.
