Is this an apple maggot fly? If it is are they out early this year? I thought they weren't supposed to come out more towards the end of June. Any comments appreciated. Thank you.

No, it is not an apple maggot fly. An Apple maggot has dark markings on the clear wings and a conspicuous white spot where the thorax joins the abdomen. Your insect does not have the white spot at the posterior end of the thorax.
