Help! I bought this plant at a native plant sale two years ago. It was labeled Cow Parsley, but now I am so afraid it might be Hogweed. It has concentric circles on the stem and is about 5.5 feet tall.

It may be cow parsnip, you can see some of the differences between cow parsnip and giant hogweed at,https://www.oregon.gov/oda/shared/documents/publications/weeds/gianthogweedlookalikes.pdf.
Your plant looks leafier than either cow parsnip or giant hogweed, but maybe the lower leaves are larger?
Cow parsley is a non-native plant, Anthriscus sylvestris, so I hope that's not what they were selling at a native plant sale in Oregon.
