Caterpillars on an ash tree #795674

I was cutting a rouge ash tree in my peonies and found these caterpillars. What are they and do the pose a threat to other plants?

Hello Nancy,

Those are black-headed ash sawflies, Tethida barda (Tenthredinidae).  They feed exclusively on ash.
