your photos show healthy, overgrown juniper shrubs. Those closest to the sidewalk have been cut back to clear the sidewalk. The problem with cutting back to far is that if you hit the dead zone where no green twigs are growing, the shrubs will not generate new growth. All that's left are woody sticks.
Shrubs near the sidewalk can be managed. This is done by hand by cutting each branch just above a vigorous side branch. Also remove any dead branches back to the truck. By pruning lightly and regularly, preferably during the dormant season and acceptable during the spring season, you will have fuller and less leggy branches.
