Grapevine dilemma #795352

I’ve had these Concord grapevines for many years but this is the first year I’ve noticed this problem. Something seems to be eating around the vine after which the end above the cut falls off. In addition there are other vines with purplish discoloration but no indication of being chewed. I’ve provided 3 pictures to help you visualize the situation. I’ve tried spraying Sevin but it does not seem to do anything. Can you identify the culprit and provide any suggested remedies? The vines are entirely enclosed in chicken wire (all 4 sides and above) so no mammals or birds can get in. Thanks for any assistance you can provide.
