Fruit tree leaves being eaten #794788

Wondering what could be eating my fruit tree leaves? I see this Beetle on them that I couldn't identify but it's possible Ants could be the suspect.

I can't positively identify the beetle. But it occurs to me that the beetle may be a predatory beetle and is feeding on the insect that is doing the damage. I am guessing the black specs are frass (insect poop). Any more details would be helpful.

You could go ahead and prune off the suckers at the base of your apple tree. 

Sorry I can provide a positive ID. If you can take pictures that are brighter and a little clearer, that may help with ID.
