Is this a rust disease on a buckthorn? Isn't this very early in the season to find rust? Could the rust spread to my fruit trees or home garden?

Is this a rust disease on a buckthorn? Isn't this very early in the season to find rust? Could the rust spread to my fruit trees or home garden?

It could be rust based on the photos I have seen with rust on buckthorn. Rust can spread to other plants through the air. Not all plants are impacted by rust. Because it appears the Buckthorn has rust and because it is considered invasive I would recommend removal. Below is a link with a snippet regarding rust on Buckthorn.
