Brian, you have some options. Cut off a branch and take to your nearest OHIO State Hort office. Spireas are attacked mainly by aphids but i suspect you have a scale attack that can kill the plant. Options include using a horticultural oil spray or scrape the scales off the branch. This can be done with cotton swab and alcohol or use a scrubbie from the kitchen and rub the branches to take off the scale. This can take time so the hort spray which smothers the scale might work. Scales are a tough critter. Good luck.
