What is causing my arborvitae tree to dye?

Several things to check-
- was the shrub watered last fall September through October before the ground froze?
- Was any fertilizer or weed killer applied near the shrub in the last six months?
- When did the dieback begin?
- Check around the bottom trunk of the tree for any damage by chewing voles or rabbits, usually indicated by missing bark
- What exposure is the dying section on, does it face south or west for example?

- 1-one far enough back to show the whole tree, top to soil line.
- 2-A second showing the trunk where it enters the soil
- 3-and a third showing a close up of dying section on a branch
