This 2 year old Oleander bush had been a beauty. However, this spring it did not
green up from the winter. I need to know if I must dig it up and throw it out.
A master gardener neighbor scratched a few stems, but found only one green
with 5 brown. Visually, only one HALF green leaf (see photo) was found.

Oleander is sometimes found as a houseplant or in a greenhouse in Maryland as it is hardy to USDA Zones 8b to 10 which is too warm for our Maryland winters. I've seen oleander growing happily outdoors in Louisiana and Florida. See University of Clemson website https://hgic.clemson.edu/factsheet/oleander/.
You might get oleander to grow in Maryland with winter protection in a south facing exposure, but during our cold, cold winters there is no guarantee for survival.
