White fluff and “eggs” on boxwoods #787835

Hello-

Several of my boxwoods have a fluffy/powdery white substance on the new growth leaves. At first it looked fungal, but when you blow on it, very small particles easily fly away and reveal what look like small white, translucent eggs. Most of the boxwoods appear to be healthy, though some have some light brown spots on leaves.

Can you please help me to identify this and to eradicate it/ protect the shrubs if possible? Measurements are in cm.
