You mentioned that it has been in a container pot for two years – I would first advise repotting it in a larger pot. This will allow you to check on the roots and fix any drainage issues that may be occurring in the current pot. Refreshing the soil could help replenish any depleted nutrients, which happens more frequently with container plants than those in the ground. Good news, the candles (buds for new needle growth) appear fine, so the shrub is likely to leaf out normally. The singed tips may be normal winter damage and should eventually shed on their own.
