Hello Van,
Dormant weed ID, especially between grasses (which this appears to be), is challenging. Our best guess based on growth habit is that this is Bermudagrass (also known as Wiregrass). They are tenacious lawn weeds but can appear in planting beds as well. Usually, physical removal (by completely digging-out the roots) and/or the use of a systemic herbicide is necessary to eradicate it. More management information can be found on the linked page above.
If you think this ID is incorrect, feel free to send us additional photos once it resumes growth and the foliage is fairly mature later this spring. (Herbicide can't be used until it's actively growing anyway.) In order to distinguish between similar species, fine details of leaf shape, several structural features where the leaf attaches to the stem, and other features are needed, which is why it helps to have growth that's fairly advanced versus just starting to appear.
