Those look like some kind of soft scale. I'd have to slide mount them and know what the host is to identify them further. It looks like the plant is potted? If it's small, you can probably hand pick the scales off and dispose of them. Monitor for additional scales and hand pick as necessary. You may also apply horticultural oil or insecticidal soap in addition to or in place of hand picking.
