Hi,
I live in a condo in Lake Oswego that has a east-facing hillside field. Every year a 3 foot high (or more) weed grows that costs many thousands of dollars to mow, multiple times in the spring/summer season. I am incuding a pic of the area we mow every year. Also a pic of something that "looks like" what we have. Do you have any recommendations as to what (and when, i.e. perennial rye in the spring) we could plant to take care of this in a cost effective and non-toxic way? Thank you!

I have re-attached the actual hillside photo. The one photo you received was of a "it looks like this" I found on the internet to help you identify the weed. Let me know if your get this and Ttanks again for your help!

From the internet picture, the grass looks like wild oats, an annual grass. I imagine there are other grasses and broadleaf plants mixed in.
To establish a different ground cover, it will take a lot of effort. See pages 22-28 here: https://wmswcd.org/wp-content/uploads/2016/04/Meadowscaping_Publication_Complete_LR.2.pdf
To cover a large area, I'd recommend I'd recommend going with the meadow plans in the publication above with native grasses and other plants.
If you want more of a standard ground cover, you'll find a wide range of plants here: https://extension.colostate.edu/topic-areas/yard-garden/ground-cover-plants-7-400/
Look for wood plants for large areas – greater than 50 sq. ft.
