I have followed the licensing requirements that MDARD has laid out since 2019 for hemp research, and to my knowledge Kurt Thelen at MSU has also gotten licensed each year.  Since I have only grown the crop and collected data (no processing) I have only applied for the grower license, but if you need to also conduct some form of processing, you would also need to apply for the processor/handler license.  They have waived the fees for me each year, and my understanding is that is their plan moving forward although I had to pay the additional fees for the background check.
