Hi Susan,
We don't supply volunteers to do garden installations or maintenance, however we may have someone that can do a one time consultation when we are no longer in Stage 5 COVID risk. If this is of interest, you can check back when we are at Stage 3 or lower.
In the mean time, here are some great resources to get you started:
1. The city of Austin and AgriLife Extension partner on the Grow Green program. Here is the website that can give you a lot of information on xeriscaping. https://www.austintexas.gov/department/grow-green You'll find fact sheets, landscape templates, a plant database, and a list of landscaping professionals that have completed Grow Green training.
2. The Travis County Master Gardeners also have a xeriscaping resource entitled From Drought to Deluge: The Resilient Central Texas Garden that you may find useful, which includes a chapter on how to do your own landscape design. https://www.tcmastergardeners.org/drought-guide/
3. We also have resources on our website to help you with your project. You can start here: https://travis-tx.tamu.edu/about-2/horticulture/basic-landscape-design/ on our basic landscape design page.
Good luck on your project.
