Last year we had hundreds of these attached to our siding and on the pumphouse siding. We thought they would hatch this year but they are still the same, no change.

Unfortunately, I don't know what those are. My suggestion would be to gently cut open a couple to see if you can get a look at what's inside.
If you find something interesting inside and want to send follow-up photos, that would be fine.
