Tree fungus #772907

Hi, We have a problem with this sapling...you can see there's a crust (funguis?) forming over the top branches of the tree and there's tan speaks attached to the upper trunk. Also, the color of the leaves are no longer a bright healthy green and toward the top, more dull, there's a bit of wilt going on despite the rain we've received. Would Neem oil help? Please let me know your thoughts and recommendations. Many thanks, Eric Uhlfelder

I think it is nectria canker, a fungal disease. I recommend sending a sample to the plant disease clinic.
