planted quite a few cotoneaster shrubs in last 3 years to cover neighbors chain link fence and add privacy. most getting quite scraggly at top. can I trim off scraggly shoots now to even out a little? Please advise. Shrubs have some in more shade

It's OK to trim the shrubs but this is not a good time to do it. Do it when the plants are dormant or, ideally, in early spring and then thereafter as needed through mid-summer. Avoid late summer and fall pruning.
