I want to know what this plant is coming over my fence. Are the berries edible? If not how to safely remove plant?

Hi Vicki,
The plant is pokeweed, Phytolacca americana. The berries are toxic and should not be eaten.
That looks like a pretty well established specimen, and it probably has a very large taproot. You can try to dig it out, but if any little piece is left, it will re-sprout. Pokeweed is pretty sensitive to glyphosate, if you are willing to use an herbicide.
