What are these bugs and are they bad for the plant? #768806

See photo. These are swarming on the asclepias that were frequented by monarchs and are now spent. Will they kill the plant or cause other harm to the ecosystem?

Hello from Lake County.  Thank you for letting me help you with your question.  What you have there is one instar of the Large Milkweed Bug.  https://bygl.osu.edu/node/544   They will not harm the plant.  They feed on the seeds. Will not harm monarchs or caterpillars.  Hope this helps
