HI.  Texas Red Hibiscus, Hibiscus coccineus, is a perennial.  In this area it will die down to the ground in the winter but should re-emerge next spring.  I did not read anywhere that it requires more than one year to start blooming, but starting perennials from seed can be a somewhat slower way for them to mature so I'm not surprised that it hasn't bloomed yet.

Here are cultivation tips from Texas Master Gardeners, https://dcmga.com/north-texas-gardening/perennials/master-gardener-favorites/texas-star-hibiscus/  The main things are to give it sun and keep it moist in well-drained soil.
