Is there any government assistance available to deal with massive pine tree loss due to the sawyer beetles? We have killed 100s but need assistance/advice on how to rid our property of the dead trees and beetles this fall, when the hibernate supposedly.

I am not aware of any assistance to help with pine tree losses due to pine sawyers or other pests. You can check with the Colorado State Forest Service. I am including the link to their web site and offices contact information.
