Hawthorn Disease? #765920

We have a flowering hawthorn tree in our yard that seems to be struggling.  Not sure of the exact variety, but I think it's either Crimson Cloud or Paul's Scarlet.  I estimate it was planted around 10-15 years ago by a previous homeowner.  A few years ago, I started to notice some small clumps of brown/dead leaves throughout the tree during the summer months and the problem seems to be getting a little worse each year.  There are a few branches that are entirely dead and could easily be pruned out, but a majority of the dead leaves seem to be mixed in on otherwise healthy branches throughout the majority of the tree.  Any suggestions?

I cannot tell for sure from the pictures, but it looks like a form of fireblight is possibly affecting the tree mildly in the spring. I would take a sample into your local extension office and they should be able to get it correctly identified.
