a dozen trees were planted 40 years ago only 2 inches then now over 100 feet tall near property line neighbor wants to sell property what is best time trim branches that encroach on the property line?

The best time to prune walnut trees is when they are dormant. They can be pruned now in mid-summer. Do not prune in late summer or fall. Here is more detail

Be careful to not cut into the branch collar( see illustrations in second link). Use the “three cut method” on branches over 1.5 inches thick.( see third link for good illustration)
