Please Assist In Identifying this Animal #764724

Picture was taken last week as animal came around to front of row houses in east Baltimore. Apparently lives in back yard of dilapidated houses. City inspector advises seeing two out there. Also advises it to be a ground hog. Many members of the community disagree, and are frightened about what it might really be. Is it a ground hog? If so how can we humanely move it along? If not, is it dangerous? Who should we report this to.

Yes, this looks like a groundhog. They are not dangerous.
