Beans do take some time to mature enough to produce flowers, It can take over 60 days after planting to get the first harvest. Too much nitrogen can lead to lots of leaves and no flowers.  High temperatures or water stress can lead to dropped blooms or none at all. Check out the following links:

How do I know if the soil has too much nitrate? I used garden soul from the nursery.

Hey Christine,  

Nitrogen in soil does not stay constant.  It can leach from the soil.  Beans being a legume work with soil dwelling bacteria to produce usable nitrogen.  Some packaged soils contain fertilizer which can lead to excess nitrogen. Adding fertilizer will do the same. You could perform a nitrogen test but it most likely won't change the results. Just don't add anymore. Given the weather we have had water stress  or high temperatures is more likely. Adequate sunlight is also import.  Eight plus hours is ideal. Check out the following link:
