This is one of the woodwasps (aka horntail wasps).  See https://webdoc.agsci.colostate.edu/bspm/arthropodsofcolorado/Sirex-Horntails.pdf for details.  We don't expect the "murder hornet" to be a problem here because of its environmental requirements.
