I have whole limbs and leaves of my oak turning brown. Leaves are dropping. There ate no spots on the leaves.

I don't think you need to worry too much. This is not a disease. I cannot see the trunk very well in your photo, but it does look like there may be some cracks which are probably a result of the extreme freeze we experienced this winter. That's not good, but most trees can recover. It is fine to remove those bare lower branches.
