Oak Tree Caterpillars #759040

We have a big problem with caterpillars in our oak trees. They are eating the leaves and the debris plus little black balls are falling in huge numbers. I wonder if you could give any suggestions as to what type of caterpillars this is, what the black balls are, and how to treat it? This has been going on for at least two weeks..
